4068 IVA on new house

Hello, Sorry if this is a duplicate post. Any advice would be greatly appreciated. Our house in Friuli has just completed construction. We signed a rogitto over two years ago and at that time our estate agent and geometer told us the IVA would be 10% since we are non-residents (vice 4% for prima casa). Now that the house is complete and we are about to close, our notaio is telling us that we actually owe 20% IVA since we are US citizens not resident in Italy and the 10% tax is for non-residents living in Italy (???). Our intention with the house is to lease it until we return to Italy in three years (after I retire) and then establish residency. I've read in various places that the 20% tax is only for luxury homes. The house is a 150 sq. meter triplex, so not exactly luxurious. Does this sound correct at all? I doubt that our notaio has ever handled an overseas client and feel he may be slightly confused about the law. Thanks in advance for any guidance you can provide.
