Three users are on pre-moderation - Nielo, Torchiarolan and Turtle.
The reason for the first two is that they insisted (despite several requests to not do so) to discuss moderating decisions in public. This is against house rules.
Turtle is on pre-moderation because she continued to foment the dispute between her and other members.
