2330 Rental indemnity

I've been talking to my estate agent today regarding a flat I'm trying to rent.
The landlord is talking about guarantees instead of a deposit. I think this is called a Fidejussione abitativa - but I'm not sure. In the UK such insurance is normally taken out by landlords and is only offered after proper tenant checks have been made.

Anybody any idea how it works in Italy? I've seen a reference to 1.7% of the rental guaranteed: does this seem reasonable?
