Organisers of this year's Vuelta a Espana (Tour of Spain) on Friday rejected an application from the LPR-Farnese team of 2007 Giro d'Italia winner Danilo Di Luca.
LPR, which also features veteran Italian sprint king Alessandro Petacchi, was recently refused entry into next month's Tour de France.
It was also barred from the one-day Ardennes classics earlier this year.
Di Luca, who recently returned from a doping ban, came second to Russia's Denis Menchov in last month's Giro d'Italia.
The Tour, Giro and Vuelta are the three 'grand tours' of European road racing.
