You dont say how old you are and this can have a significant impact if you are eligable to transfer benefits from the (I am assuming) UK.Otherwise do a search on this forum, much has been written on the subject in the past.

Residency / it varies depending on your commune

Hi,check what your commune requires,some do not ask for health insurance.If they do, your cover should be a minimum of €30,000 and a minimum of €5,000 in your Italian bank account.Hope that is of some help.

The requirement for health insurance is only that it is comprehensive - there is no amount involved. It may be that your province will allow you to take up Assicurazione Volontaria with the ASL which has a fixed fee, and is the cheapest option - but only if available. THe minimum income requirement is 6041 euros pa for a single person.

if you have been paying NI in the UK you do not need private health cover, you can transfer your contributions from the UK to apply here using form S1. Please do a search and you will see I have written lots on this subject before.
