There is a hugely important element to the manovra published yesterday. For people who took residence in Italy to get prima casa, but dont actually live here...From 2012 you will pay 7/1000 on the value of any property owned OUTSIDE ITaly.

So the Nationwide has introduced bank charges - £1 fee and 2% commission on every withdrawal via ATM abroad - Im gutted. But, I had no advance warning and am also deeply annoyed. Anyone else in the same boat?

Does anyone have any info on the scudo fiscale.  It seems that the new version is not only retroactive, but anyone bringing money into Italy could be liable for 5% tax if they are resident.

is only comparable to HM Inspector finding him.  The Italian tax people have now got computers that are linked!  So, if you register a contract, they know you're getting paid and should declare it, which also links to your prima casa status - so not so dificult to work out if you're letting a prima casa.   Compared to HM Govt you cant realy complain about the AdE....

Thats dangerous talk Fillide! - down here if you dont do a variante to have your window 10 cm to the left, they wont do the collaudo on the building.  Each thing needs to be submitted in a variante, and theres no way you can wait till the final accatastamento.  And this is on dead normal non vincolato land.  Anything that is visible from the outside - terraces, windows, doors, shutters, tiles, etc and anything structural on the inside - walls, stairs, arches, will need a variante if they are in diformita to the original approved project.   No variante, no collaudo, no reaccatastamento.  They're getting really tough these days.  The days  when you put in a project for a chicken shed and got a 4 bed villa are no more!  I have clients who needed a variante to change - slightly - the shape ofthe window surround in a bog standard new build.  And this is SIcily!  Best to do things by the book IMO, and ignore the mayor - he is not the dept Urbanistica, nor the provincia nor the BC - what is veryimportant to remember now is that a notaio cannot stipulate a sale unless everything is in order - concessione, collaudo, accatastamento, stato di fatto, planimetrie ecc ecc - if there's something awry, no sale and a big bill to sort it.

You cannot technically let a prima casa - as it exists for you to live in.  If you are going to let a prima casa, you should retract your prima casa status (pay seconda casa IMU, and pay back taxes if necessary).  If the agenzia catch you you will be in big trouble.   This is less important for holiday homes, but the tax man now checks websites looking for people letting out houses without declaring them in ITaly.

You can usually pick up winter rentals quite cheaply - but will pay for electricity  on top - most houses in SIcily only have electric heating, especially beach houses which are usually only used in the summer.  Expect to pay monthly what you would pay weekly in high season.  I would suggest places like Pozzallo on the south coast which dont die completely in the winter, or Marina di Ragusa,  or Marina di Modica where people live all year round.

In my experience it's not so free and easy.  A concessione edilizia is granted for a specific property, ie with windows here and doors there.  Any change to that concessione requires a variante which costs money.  Footprints shouldnt be tampered with, that can require a whole new concession.  You can change your windows from Venetian gothic to Arts and CRafts and pay the comune for the prvilege.  You might be able to open up a window to make a door - but thats not a given - it depends whats on the other side - usually this just 'happens' after the collaudo.  The fewer changes you make the easier it is, so try and get your original concessions about as spot on as possible.  The comune may overlook tiny changes, but most things require a variante and the oneri that that brings.  They will vary from comune to comune, and province to province. 

Answer to: Mobile phones

If this post is related to the other ones - then you will have a codice fiscale as you have bought a house.  It is written in the act of purchase.  Failing that just turn up at a mobile phone shop and ask for a sim card, they will automatically generate your codice fiscale using your passport.  (This is not valid for house purchase or opening a bank account, but its fine for a phone).  Its much cheaper buying an Italian sim.

To upgrade from 3 to 6 it just takes a phone call, then a new contract, to sign and fax back to a fax machine that doesnt seem to ever work, then the first bill on your new contract with a heft per Kw fee for the upgrade.   The usual.....

Charlotte, Will a simple  holographic will still be acceptable for the new law or will everryone who currently has a handwritten will lodged at the notaio electing the law of their nationality have to do a new one?  What do you think? Thanks
