Suddenly there is a new forum and lots of new members appear from nowhere asking really useful questions!  it's almost as if someone somewhere is trying to make the new site justifuy its existence.  Which is nice.

There is a hugely important element to the manovra published yesterday. For people who took residence in Italy to get prima casa, but dont actually live here...From 2012 you will pay 7/1000 on the value of any property owned OUTSIDE ITaly.

So the Nationwide has introduced bank charges - £1 fee and 2% commission on every withdrawal via ATM abroad - Im gutted. But, I had no advance warning and am also deeply annoyed. Anyone else in the same boat?

Does anyone have any info on the scudo fiscale.  It seems that the new version is not only retroactive, but anyone bringing money into Italy could be liable for 5% tax if they are resident.

Any bill or payment that is over 1000 euros must be paid by traceable means - ie bonifico, cheque, credit card etc-  THis is 1000 including IVA so a thing that costs 850, must also be paid for by traceable means as it comes to over a grand when all totted up.

It all depends where it is.  National law allows building on agricultural land.  Regional and Provincial law may not.  In Tuscany, for example,  it is virtually impossible.  In other zones there is no problem.

OK - a few points: 1. You dont say how much land you are buying, which has everything to do with whether you can build there one day. 2. It is now not posssible to sell a fabbricato rurale.  it must be reaccatastoed before the sale.  If you want it as a house then you will pay 7+2+1% tax on it as a second home.  if it is just a pile of stones you can catasto it as an ente urbano which has no tax, but doesnt mean it can necessarily be a house one day.  This is your vendors job. 3. just because the vendor has said the land is clean, doesnt mean it is.  You will need the notaio to do visure ipotecarie, and other searches.  You must do the checks for prelazione by the neighbours.  4. Has the land got clear access.  Is there electricity  and /or water. ?  If you want to build there, you need to know whether it is feasible to bring electricity - you have no automatic right to cross other peoples land.   5. The seller must produce acertificato di destinazione urbanistica or you will not know whether you have a piece of land you can do nothing with.

If you have decided to buy why do you need a geometra?   The seller has to provide certain documentation, a current Certificate di Destinazione urbanistica, which shows what you can do with the land, and whether it has vincoli.  He must provide the atto di precedenza and you should ask him for the visure so at least you can see if he is the legal owner. If its just land with no building on it, you will be paying 18% of the price paid as tax, plus 168 euros, plus registration/transcription of the atto - depends on the notaio but usually about 300, plus the notiaos fees which will be within a band - between 1680 and 2420 euros.   Because its just land it makes no difference whether you are resident or not - its land, so it cant be your prima casa.

The Ufficio Igiene rules on septic tanks fosse imhoff and not technically the comune.  SO it would better to enquire at the Province.

As far as I know the answer is no on both counts.  I doubt there are any grants available unless the house is in a centro storico and there is local money available to preserve the facades etc.  Re septic tanks - it may be a local requirement - perhaps to separate the black from grey (recyclable) water - but its not something Ive ever heard of.  Your best bet is to have a response from someone local.

I quite agree - so much of our world politics has become a series of self-fulfilliing prophecies - and some would say orchestrated by dark forces..  So, assuming that the euro is on its way out, the Chinese bubble is about to burst, the Tea party win in America and Russia turns on Putin - has anyone any bright ideas for a ray of hope in 2012? or is the Mayan prophecy about to come true!?  (Other than Simon Cowell becomes a hermit)

If you're within Europe then you have reciprocal A&E cover, and thats it - you should think about travel insurance
