Unless you luve in Aosta or Friuli, the visura catastale is not legal proof of ownership and will mot necessarily be accepted as such

It sounds fishy to me - the notary should give you an 'all in bill' and registration fees are 50 or 250 euros.  It may be that the seller is trying to get you to pay for a rettifica or something that he should be paying for.  Ask him exactly what he is asking you to pay and check with the notaio.

Apparently dinerenblanc is not cena in bianco nor white dining - I suspect there is competition and the reputation of advertisers at stake!  I like the idea of a sort of  flash mob dinner much more than some corporate product designed to sell iwatches or the like....

The south east of Sicily is easily accessible and has half of the best beaches in Sicily.  You are near Siracusa, and easily reach the Valley of the Temples in Agrigento, trip up to Etna, and have all the baroque towns of Noto, MOdica, Ragusa and Scilcli to visit.  And it has most Michelin starred restaruants and the best food.   its a no brainer!!

Yes, Italian law says that the property earns you money in Italy and therefore its Italian income.   As a nonresident homeowner you could also have to fill in a tax return in Italy anyway - dependent on your catastal value and IMU payments.

If you mean the title deeds, then the act of sale is your title deed.  It will be held by the notary who stipulated the act of sale, or if he is no more then it will be at the notarile archive or the conservatoria dei beni immobili.  You can find out the notary by looking at the visura catastale for te property which will say when and by whom the act of sale was stipulated.

Your problems are compounded with the IRS  - I would find out first what your situation would be in the US, and whether you can even have your pension paid in Italy.  A retiremnet visa would allow you to receive your pension net of US tax and therefore technically have no tax obligation in Italy.  However, all this could change and does change frequently.   Whether it would make you free from IVIE I dont know - probably not, in which case you would be liable to 1% annually on your worldwide patrimony in ITaly

According to the PRA, ACI and motorizzazzione you must be an Italian resident to own or buy a car.  Some people disagree, but in my experience, you need proof of residence to buy a car.  If you drive a foreign registered car into italy, you are supposed to convert itto Itlaian plates after 6 months to a year, for which you also need Italian residence.

You cannot do the majority of the work yourself - you will need a concessione edilizia or a DIA/SCIA which must name the company that will do the work and will be checked - fiscally as well as materially.  You can paint, tweak etc but cannot do structural work.   Or if you do the work without the necessary permissions you will a) not be able to sell b) possibly have the property sequestered  or c) end up with huge fines.  You need to know whether your local comune  will insist on a DURC - a certfiicate to show your building company is up to date with its tax.   If it does you have to budget to pay other people to restore the house - they can employ you  as a builder, but you cannot do the work in your name (unless you set up a building company)
