You can buy in USD, but the notary will need proof of the trasnfer and the euro exchange rate decided upon.  The TRN/CRO will be necessary - and this means that the buyer needs to send the money to your account before the sale, even a few minutes before , and the notary can write in the issuing bank, the receiving bank and the transfer reference into the act of sale so it is all traceable bythe Italian authorities.   Obviosuly, as you said, thebuyer will pay the notary and taxes in euros to the notary.    Screen shots of the transfer are useful to show it has gone, (and ideally received).   However, each notary works differently and you should check with the notary you are planning to use that this would be ok with him.

Id startwith the internet - see what you like the look of.  putting in the comune name will bring you useful details such a population, height above sea level, etc and photos at least of the centre.  You can soon find out if its a new place orhas some history.  Agents will show you what they want to sell if you dont go in with a list.  And most agents here dont cover a vast area, so you're better off zoningin on your own - when you find teh right town or village then go to an agent.

Yes, fibre to the cabinet is now widely available in most towns.   Here in Sicily I get 65mbps in download and about 14 in upload.  Im about 100m from the cabinet.   We are behind the UK in 5G though Milan will be the first place to get trials in 2020. You're right, living in the countryside isnt an option really - even though some of the WIMAX systems offer excellent coverage and decent speeds but it wont be enough for you I suspect.

Your commercialista messed up.  The comune would have notified that therir rate was 10.6 and the accountant used the default rate.  Its his fault.   I would suggest to him that you pay the balance due and he pays all the sanctions, late payemnt costs and admin. By the time of the second rate in December the comune would have published the aliquote on their site.  He just didnt check.

No - its a storeroom and you can tile, plaster paint it as you like (unless you live in a listed building).   As to whether you choose to sit in a store room - thats your choice and nothing to do with comune.

IMu is a tax and it is up to you to calculate it and pay it.  The comune can chase you for 5 years from the date of the mispayment - so it is legitimate for them to ask for an underpaid amount from 2014.  The tax is on the owner of the property and not the property itself.   It looks here that your accountant is to blame  as he obviously didnt do the calculations correctly. The IMU rate for the year was published,  not always in time for the first payment, but certainly in time for the second, so it was the accountants job to know what the rate was for that year.  Presumably you paid him for his professional services.   HOwever, it will be a hell of a job to get him to accept responsibility -

If the ENEL site accepts a non Italian number you would need to enter 00 44 and then your number minus the leading 0.   But i doubt it accepts a non Italian number.

As far as long winter stays go, your best bet it to find a holiday home and then make a cheeky offer for using it out of season.   You will need heating wherever you are, and most seaside holiday homes have nothing.  This will reduce your list of possibles hugely.    Try sites like subito.it which also have holiday homes and short term lets.

You could ask the Camera di Commercio for your province what the recommended rate of commission is and go back to the agency telling them that.   Obviously if you have already signed something with the agency promising to pay htem commmission at 5% you have little leverage. Is the 5% charged by the agency inclusive of IVA or not?  If not you must add a further 22% on top of the 5%.  If it is then then they are asking 4% in reality.
