Interepreting what you wrote, I guess you are asking agents to show you properties that you want to look at fon behalf of other people?   Most agents wil ldeal with a client, not someone who wants to check out properties for others.

Do you mean an Italian will? An Italian will, when published, becomes a public act and visible by anyone. The succession should be started within a year of death, but nothing stops people waiting. Due to the systems of sanctions, if you dont start the succession within a year, it may be more cost effective waiting 5 years when the sanctions are no longer applicable.

I would say you're right.  If the law requires a car to have snow chains, then in my opinion the hirer has an obligation to provide them.  Its like asking you to pay extra for seatbelts.  However, as with all these things, it depends entirely on the small print in the contract.   Car hire is a racket, and they get away with murder (with honorable exceptions) but I doubt whether you want to crowdfund a class action in the European court.  So I guess you will end up having to pay.

Alot of estate agencies no longer do holiday rentals.  The new law of September 2017 requires them to pay the owners tax at the moment of booking, which makes it wholly uneconomical.   As far as renting goes, it depends where you live.  To register with the comune as an official holiday home, you will almost certainly have to have a certificate of agibilità for your home.  The local tourist office (for your province) will also have a list of everything you need to provide.If you let as a private home and not an official one, then the list is shorter, but you will have to pay the tassa di soggiorno (if your comune has one).  You will have to notify the police within 24 hours of your guests arriving, and pay tax on all your income from letting - and here you can pay at your normal tax rate or at a cedolare secca of 20%.  Renting out a house is a business and not an easy way to make big bucks.   You need someone on the ground to meet and greet and be on hand for problems, and who speaks the guests language.  Cleaning, laundry, services, all need to be sorted.  If you're not in the country then you need to find a property manager who will do all of this.

Obviously it depends where you are, but it is a mistake to think that Brits are the biggest purchasers of property.  They aren't and havent been for years.  Brexit has only exacerbated this tendency.   What is common to all nationalities seems to be the desire to find a house for no money and then make it lovely, so your problem is more that you are selling a restored property, at a restored property price.   It's the same argument that you see with the 'houses for 1 euro' things - people want a wreck for 1 euro, they dont want to buy a restored wreck for 50.001 euros.   Ugo is right - its not the time to sell in Italy, it is definitely a buyers market, unless you're on the Gran Canal or in front of the Colisseum.   There is a lot of on the market, so as supply outstrips demand the pressure on prices is downward.   There was an article in this magazine a few days ago which showed a complete incomprehension of the Italian property market.  A writer saying that there were no home stagers here and agents didnt have the paperwork.   Sellers want to sell, they wont want to spend to sell - in many cases they wont even give the property a clean.  They are also responsible for all the paperwork, which in many cases an agent cannot get without a full power of attorney.   Here is where foreigners win on marketing a property, as they understand the need to present the property well, but unfortunately it doesnt mean a buyer will materialise.  I have lost count of the number of times sellers tell me that I need to find an 'amatore' for the house on sale - which is usually a coded way of saying 'find someone who will pay more than market price'.    If you bought for 50 and spent 50 but the value is now 80, you have to wait, or you have to take a loss.  Its really that simple.

If you want the certificazione degli impianti then you want a plumber to certify the system in your house, and assume the legal responsibility for it, but its not his work.  That's why he won't sign.  You can't certify one bit of a system.    What exactly does the comune want with regard to certfication?

I agree.  if your scaldabagno is on high then you will get 200ltrs of water for a shower given the amount of cold that must be mixed with the hot.  you say you’re not allowed solar panels. why?  Are you in the Centre storico, or would your solar panel be visible from a UNESCO site?  Does termini have specific rules on this?  However, you will not get 3 phase in town.  You have a maximum of 6 kw so you need to plan around that.  Or use less water.Bear in kind that Engel has no obligation to bring you electricity.

You won't get three phase in town. 6Kw is more than adequate for a continuous hot water boiler, a modern  energy saving boiler will use  around 1Kw max . I had 3Kw in my house and had a 80 litre boiler permanently on - there was no problem.
