Yhe Celta certificate is virtually essential - and yes its worth it.   You will find it difficutl to get any decently paid work without it.  Cant help with Rome - I got mine in London.

If you dont pay tax in Italy you will not have to pay IRPEF.  As a non resident you will pay all the local property and service taxes, but no more.

Firstly you need to be na Itlaian tax payer, as you get deductions on your income tax bill only.  Secondly the work must be done absolutely legally with professionals, DIA, and all the paperwork done perfectly.  Thirdly you need to pay by bank trasnfer only when you pay the workmen - and fourthly at the moment its only for this year - from 2015 there will probably be a muchsmaller scheme. You also need to start the process before you do the work, so for your roof its too late.

The notaio had no right or obligation to notify the buyer/seller of your request,  unfortunately this happens alot - but you have every right to see any public atto you like.  I would go and shout at the notary anyway for being so unprofessional.

Cant help wtih the school, but you need to sort out a Schengen visa before you leave the US, then you need to sort out a Permesso di Soggiorno for reasons fo study as soon as you arrive in Italy, and then you need a contract for your accommodation,  a codice fiscale and then you can think about a bank account.   Its complicated and will take time, but its important to start whileyou are still in the US.

IMU is at the owners door.  TARI (rubbish) is paid by the tenant.  TASI - the new tax is half and half.  Make of it what you will!

A visura has nothing to do with an atto.  In most of Italy a visura is not legally binding, and can be frequently wrong.  An atto is the deed of the property and contains all the information relevant to the sale and the property.

Lots of people.  If you are not from the EU and plan to stay more than 9 days you should technically apply for a PdS.  For elective residency you need to to prove you have the minimum amount of money required to stay in Italy and not be a burden on the state.   Otherwise its no big deal.
