If it is a second home and you are not resident in Italy, it will be cheaper to leave it as it is.  What you are planning is a fusione which will make all your separate properties one single house, and which increase your rateable value hugely.  Unless of course you have been told that you must reaccatasto it all because you have had work done,

Assuming that your old stone house is registered as a house, it requires an energy certification (since 2014) and this now requires the submission of a planimetria 'stato di fatto' of the house.  It means an attestazione di prestazione energetica, basically, hiw energy efficient is your property.   If there is no planimetria lodged at the comune, then its pretty cut and dried.  If there is one and it differs from the stato di fatto, then it can open up a can of worms.  All of this depends on the current catastal class of your house, because making it into a house whenit is classed as something else will require paperwork and the payment of fines if the work was done without the necessary documentation

You need a geometra who can sort out a new planimetria, and while you are at it get him to do the APE, s that also requires a planimetria.

Everyone pays a standing charge for electricity even if you use none,   These charges have increased recently, so its sounds about right.

if you want to live in a national monument, its obvious that you have to play by certain rules.  .Your advice to just do the work could end with the OP losing  their  home and possibly prison , so not the most intelligent advice.   It is not difficult to find out about your belli arti status without the BA etting to know.

Urbanistically you will not need comune permission as itis manutenzione ordinaria - as long as it really only replacing a floor.  Hwowever if your building is listed, ie comes under Belli Arti control then you must get a parere favorevole from them.

Its a good site, but you need to know your comunes rates, and it wont do arrears of more than 1 yearr.

I wouldnt eventry in Basilicata - but you may have more luck getting your internet through a WIMAX service instead of a dongle - especially if you're on a hill top.   They work on line of sight connections and are very reliable.   Telecom Italia now offers wimax as well as Si portal, and other companies.   The roll out is government funded, so even if you dont have it now, you should have it this year at some point.

The cadastral valueis on your act of sale, unless the rate has been adjusted following restoration work.   I would suggest that you visit a CAF or go to the comune to sort out what you owe as there are also amounts to add for late payment etc.  Then once you are up to date with your payments you can start to use the online tools to calculate what you owe.
