It depends - if the flat is her property adn she is resident at that address or not.  The antiterrorism requirement exists on paper, most people ignore it, but you could go off to the police and fill in the form, however if you are claiming residence it will be covered by your residence application.    If she is registered as the only inhabitant of her property she will have to inform the comune that her nuclear household is now 2 people and not one, (if there are reductions in imposte for single person households in your comune).

The F24 is a form to pay imposte (IMu, TASI, TARI etc) to government agencies.   It can be paid in any bank or post office.  It is free to pay - either with cash, or directly from your bank account in your bank.

If you were resident then yes you would have increased costs - you would not have to pay IMU on your first house and one accessory - so a house and a store/garage, which would leave you paying IMU on the other two particelle you own.  However as a second home owner you would pay IMU and TASI on the lot, and its probabably cheaper paying bits as opposed to one lump sum, as your house would be reaccatasto as a single dwelling with a subsequent, and noteable, rise in the rateable value.   If you are doing restoration work you may well be required to reaccatasto the property after the work.   If you dont have to, then don't until the law requires you to do so.   All of this depends on the rates of IMU/Tasi and TARI that your comune levies.  If they decide that a commercial premises must pay commercial TARI (even though you are not a business, then you may find a saving, but its doubtful.  It depends on your comune.

Until the date of Brexit (and who knows what will happen then), its not difficult.  You are an EU citizen and have the right to stay.  You will need to ask for residence - which will require health insurance, enough money in the bank to not be a drain on the Italian state - 6041 euros, and an address - wither a contract or paperwork to show you are living with someone.    Once you get your partita IVA up and running, you wont need the health insurance as you will be paying into the system.    Personally as a teacher I would avoid the partita IVA if at all possible

So you have a house, a deposit and a commercial premises.  The changes at the catasto will cost about the figure you describe, but you also need to change the destination of buildings at comune level.  Assuming that they are deposit and oven, this will require at least a Scia to do the works to make them residential.  You cant just change the catastal details without the other paperwork to support the change.  The works need to be done first, then the change of destination, at wiich point the catasto will raise your rateable value to reflect a bigger house, so more ImU, Tasi and rubbish taxes.

Without the domiciliazione of a bank account it is unlikely you can use a non italian bank account.  You can pay by bonifico from your euro account when you get the bill though.

It was the San Martino in Lucca - best check that they havent changed the rooms though.
