Presumably you have done work to your property.  If so you were asking for trouble if you tried to reaccatasto the house as an a3 - economic typical housing.  An A7 is a villetta or upscale rural property.  Now you can ask for a check - ultimatley catastal values are down to a bloke and how he feels on the day, but they are also down to the information given by your professional when you when signed off on the work you did,  If he was a little economical with the truth. you could be in for penalties.   He tried to get in under the wire as an a/3 and they looked on google and decided it was an a/7.  It all depends on how mch of a stink you want to raise.

In the summer, life moves to the seaside.  You need to be in Rimini, Puglia, Viareggio, Palermo (Mondello) etc, Tropea,  or the smaller islands in August if you want to dance all night.  Rimini is the place for young people year round really.

Water is usually a contract between you and the water supplier, and therefore has to be done in person.  I know that here I can do electricity, gas etc for my clients, but not water which requires the presence of the owner at the water office.   If there is no one who has the Power of Attorney to act on your behalf, it may have to wait till you are here in Italy.   It does vary from place to place however.  I would start at the comune see what they say.

Most comunes apply a discount for non residents of about 30%,   I agree with Steve - go to the comune and do the know nothing foreigner and hope they will take pity on you.

If the property was not declared uninhabitable to the comune, then you will have liability.   When you bought the property did it say in the act of purchase that it was uninhabitable?

Assumnig that you are getting marrried in the church, and not just having a blessing then you need to find a) an English speaking celebrant, or b) ascertain whether the Church will allow an official translator to translate the priests words.     There is bound to be an English speaking priest somewhere in Rome who will be willing to officiate - have you tried contacting the Vatican directly?

I chose Sicily over Puglia becuase the Salento seems to close in winter.  Not Lecce obviously, but the coast is uninhabited between October and May.   Here - Marina di Ragusa for example has a year round population, so shops, bars etc.   As to your particular problem as to corruption, its the same all over Italy - more visible in some places than in others, and certainly from Rome southwards.

Naples has probably the highest unemployment in Italy, but also the lowest level of qualified applicants.  It depends on what you want to do,  and what you are qualified to do, and whether you want paying.  Also of huge importance is whether you speak a) ITalian and b) Neapolitan.
