You only need your bank account number and a form of ID.  Many banks now want you to use the atms so make it difficult to use the sportelli, but they cant stop you from paying in cash.  Seems ludicrous to me.

Seems strange.  If you have a nonresident account you can still pay in cash, but will probably have to sign a form showing from where the money comes from (antirecycling laws) - for them to refuse a deposit seems bizarre.  If you are non resident and EU citizens you can bring in 10.000 euros in cash legally, and there is no law to stop you putting it in your bank account.   Id have a few strong words with the direttore.

try immobiliare.it and search under affitti, or agencies such as 'soloaffitti.it'  For long term rentals it's usually better to be on the ground,  and ask around.   Thre's also idealista.it or casa.it  or subito.it will have some announcements in Italian only.

It usually costs 2 or 3 euros at a sbrigapratica.  Online they will sting you.  The Agenzia dell'Entrate technically will allow you to access the system, but Ive never tried.    If you have an accurate official address of the property in question, send it to me and ill see what I can do.

If you do the visura for the property at a sbriga pratica then it will detail the latest owner, atto, etc-  If you know the address, or the owners name, or the foglio and particella of the building then it will take 2 minutes to find out if it has been sold.

Whether you owe IMU on your land depends where it is.  It is up to you to calculate and pay your tax, not up to the comune to send you a bill.    As to your temporary building, that depends on its height and what you've built as well as how big is your plot of land.   Merely paying your IMU doesnt mean that the comune will rebuild the road, if indeed it is a communal road and they are liable.

You need to ask at the comune what the requirements and obligations are for a B&B in your comune.

Assuming that the owner has done everything 'in regola' and the Comune is happy, then your only recourse is on the noise front.  You will have to record the noise, and call the carabinieri, ,who will probably - at your expense - want a sound engineers report for decibel levels to decide if the noise is a nuisance.    I would first check with the Comune to see if they know and have any opinion about it.
