TARI is separate and calculated on the size of your property.  The other two are based on catastal value and the legal maximum is 1,06% of the revalued catastal value.

Yes, it will cost you.  The other owner will have to sell or donate his half to you.  This will carry all the purchase taxes of the original sale.  If the property was divided in the divorce settlement and was awarded to you, then bizarrely its a simpler operation.  If not, it will remain in two names.

But you are not taking into accou t Italian law.  Whar you want to do is called a 'permuta' in Italian law.  it is possible, but with a foreign property there will be all sorts of problems, mainly from the Italian tax office who will want to know lots of stuff.  When you buy in Italy you pay tax on the purchase, and this cannot be avoided when you permuta a property - it is never a straight swap.  Everything will have to go through the Itlaian legal system and a notary otherwise it won't be legal.   Given the translation costs for what will be a mountain of US paperwork, it really would be easier to sell and then buy.

Rent to buy in the area you are looking at is virtually non-existent.   You will have great difficulty finding a seller who would be content with the formula.

JohnnyM - as an EU citizen emergency healthcare is free - ie A&E, but you cannot have a family doctor or normal healthcare without paying into the system in some way - private health insurance, job contract etc.  as Ugo says.   Your codice fiscale has nothing to do with healthcare, your right to healthcare depends on your residency and payments into the system.

A private rental villa is not a struttura turistica, alberghiera or extra alberghiera.  It is a private villa.  The law requires that the pool is enclosed - either with a fence or wall with a gate, which would make it impossible for children to gain access alone.   The contract you provide to your guests should also state that you have complied with the requirements of the law by makling the pool area safe and legal and anything that happens is the fault of the guest.

The property is in Italy, so the income is earned in Italy and therefore you declare the earnings in Italy.

If there's a mortgage on it, then no - the mortgage will have been granted to you both.  If its a cash sale there is no reason why not, depending on the wording of the preliminary of sale - ask the notaio.

yes, it will technically impose a servitu on y our property, and he will have right of access to service his pipeline. It is best in all such cases to do this at a notary at his expense to transcribe the right of servitu. If you just give him a verbal ok, and then things sour between you, it becomes a murky legal mess.

it depends on the type of boiler whetheritneeds to be mounted outside or not.  If it is indoors you must have a ventilation - either in the wall or a window, and yes there is legislation.  Your boiler must be serviced annually and the certfication can not be released unless it is 'a norma'
