By registered, do you mean you have residence in that property?  Pensioners do not have exemption from IMU or TASI - if you have paid up till now, you still pay.  If you are exempt because it is your prima casa and you have residency there, then you dont.

It is a good time to buy, but Florence has its own market and is pretty immune to the ups and downs of property prices - at least in the centre.    Do your research and dont let the heart rule the head!

Yep,  Steve is absolutely right - the larger group of buyers is people in their 50/60s who want a holiday home, but look to spend more time here when they retire.  Kids have left home, perhaps they are downsizing at home and put the spare cash into a second home in Italy.    Younger people tend to be looking for a full time emigration solution,  though obviously there are exceptions.

I think Italy is unlike other European countries such as Spain and France where foreigners create their own little communities.  While there undoubtedly expat communities here, alot of people come to Italy to avoid that set up, and want to integrate as much as possible in the local community.    There seem to a fair amount of English speaking communities in Puglia, nowadays.  Otherwise I would suspect that Tuscany is your best bet.

The law on septic tanks has changed a bit over recent years - and now the 'permission' needs to be renewed every 3 or 4 years, and in some cases/regions/provinces accompanied by a certificate that there has been a spurgo.   Septic tan requirements are not based on the number of bathrooms but on the amount of beds/occupants - 6 people using one loo will still produce the same amount as 6 people using 2.   Each comune can decide their own rules.  It also depends on whether its only for acqua nera or alsofor acqua grigia.

If you are opening an affitacamera or B&B there are some regional requirements on such things.  For a private house it's rubbish.  Your electrician  is trying to screw you.
