Is it written in your rental contract?   It is not a legal requirement, but could be a requirement underthe condominio 'law' .   Public areas are public areas.  If the stairs from your apartment down to the next level are private then the people below dont have to clean them.  If they are public and anybody can use them, then they should be cleaned as should everywhere else.

You need to go to the comune, a letter won't cut it - and go to the ufficio di immigrazione, which is also the emigration office.  There you will 'emigrate', telling them your new UK address and they will write it all down.   At that point you should also go to the comune and tell the various offices IMU/TARI etc that you are no longer resident.  Also tell ENEL and switch to a non resident tariff, as well as change your bank account to non resident.

Apart from the PO as Ugo says, you will pay for banking.  You will pay more for a nonresident account .  You have no choice - there is a tax on bankaccounts which you must pay, and free banking is anathema in Italy.    Accept it, learn a bit of Italian and opt for online banking which is cheaper.

In SIcily good builders dont need the internet to get work.  You should ask around, see a house which has been done well and ask the owners who did it..

Get the prezzario siciliano which will tell you the prices for every single job you might think of doing and it will tell you the official price for your rendering.  Add to that the cost of scaffolding, use of public suolo, permission of the neighbours if needed, comune permission, Beni Culturali if needed, SCIA and professional and you can work out if your quote is above average.

This will be a thing for teh beni Culturali and the comune.   You should have done all of this before really - after the event it is difficult, if they have permissions.  However, you should go to thecomune and see what the permission is actually for.  Obviously copper would be much more expensive than steel so I suspect there is little you can do except appeal to the BC for good sense.
